For a more efficient resolution, the needs of the state in Oceania are divided hierarchically into five groups: Integrity (Restsonal), food (Homeostasis), intellect (Infoknow), security (Safestrong) and mobility (Routeport).

Each of the Goote values responds to the typology of these groups of needs, by providing all aspects to maintain the cohesion and the productivity of the State through its employees.
