The State employs a technical department to study and allocate resources needed and their distribution. At the appropriate time, the State provides the population with the Gootes that everyone needs.
All access to goods and services is designed to improve the productivity the and loyalty to the regime.




This process could be mechanized, but the currency favors the exaltation of the collective identity of Oceania, and also causes a feeling of freedom bounded in numbers (inhabitants of Oceania), that decide when to purchase goods and services that are rewarded for
their work.
The beneficiary will pay by delivering the Goote to the appropriate state operator. The processing must be made before the expiry of each Goote, published periodically depending on the date of issue.
For its processing, the operator shall examine the denomination of each Goote, and recognize the good or service concerned. This process can also be done through a mechanical reader, because the typography used allows optical recognition (OCR).
Each denomination contains: 7 digits, at least, visible to the naked eye (location of origin, type of good or service, and magnitude), and a minimum of 4 digits, visible under UV light (control digit and beneficiary number).
